Mevan,

If you're getting power surges I can recommend a couple of UPS for you.

Best if you can aford it AVR (Alternating Voltage Regularor)
Cyber Power CP1500AVRLCD 1500VA 900W
http://www.newegg.com/Product/Product.a ... 6842102048

Desktop UPS with AVR (Alternating Voltage Regulator)
Cyber Power CP900AVR 900VA 560W
http://www.newegg.com/Product/Product.a ... 6842102042

These are cheaper than the APC equipment and comes with USB monitoring and auto shutdown during power failure based on time since power loss or total percentage of remaining battery.

Carbon protection on the lines and surge suppressors only protect you from power surges. What actually kills electronics quicker are the brownouts, reduction in power, that happen quite often in homes. The Automatic Voltage Regulator keeps your power at a constant 110 volts. If it senses problems with your power, it kicks into battery mode even if your power is on. Either one of those will protect your pc and router/modem.
