This is something that effects both sides, similar to the way that satchels were affected against FBs. But the solution isn't as easy to fix as that problem. I spent a few hours last night testing different solutions and i think i came up with one that will help both sides and the strategic bombing game as a whole. It's going into testing today.

If there's any way to sneak in doubling the factory-repair timers under Xoom's nose....I've got some 1989 Topps Baseball Card gum thats all yours.
